The Regional Centres are the coordination points of the respective Regional Anti-discrimination Networks

The Regional Anti-Discrimination Networks, in turn, are made up of a variable number of territorial nodes, with different geographical coverage, established with local bodies or sector associations, based on the governance model adopted by the Region.

The establishment of the Regional Centres and the related Networks, although it is an autonomous act of the Regions, generally takes place in agreement with UNAR on the basis of shared aims and lines of intervention such as:

  • the raising of “cases” of discrimination: the Regional Centre and the network of territorial nodes operate in conjunction with the UNAR Contact Centre through shared detection and management systems. They also follow standardized procedures able to ensure homogeneity in the identification of “cases “Of discrimination reported by the victims, during the taking charge and its related treatment;
  • constant monitoring of the discriminatory phenomenon that, through the collection and statistical analysis of the cases of discrimination treated by the Centre itself and by the territorial nodes of the regional network, contributes to the analysis, study and monitoring of the phenomenon by UNAR ;

  • the creation of actions and awareness-raising, information and education campaigns to oppose, in a preventive way, the different forms of discrimination and, at the same time, to support the interventions, both at national and territorial level, aimed at the inclusion of people at risk of discrimination;

  • the exchange of successful tools, methods and practices that can foster a national and territorial policy of inclusion and the fight against discrimination.

Calabria Region


The Regional Anti-discrimination Centre was estabilished from the Region of Calabria at the Department of Economic Development, Labor, Training and Social Policies following a specific Memorandum of Understanding with UNAR.


The Centre coordinates a regional network distributed throughout the territory consisting of five connection nodes, managed by the provinces, and 14 territorial antennas and information points managed by non-profit organizations identified by the Region through a special Notice of expression of interest.


The Regional Centre works in close collaboration with UNAR and with the regional university institutions, carrying out both information activities, public awareness and prevention of discrimination, and an action of coordination, direction, training and support to public bodies and the third sector that are part of the Regional Anti-Discrimination Network.


In 2015, the Regional Centre launched, within the framework of a specific program agreement with UNAR, an orientation and training action addressed to operators of territorial nodes regarding issues related to taking charge of discrimination cases, in terms of future activation services for the public.

Region Emilia – Romagna


The Regional Centre coordinates a regional Anti-Discrimination Network composed of 158 points distributed throughout the territory and managed in turn by public administrations, trade unions and the third sector. The 158 points are currently divided, according to the functions and responsibilities, in Territorial Coordination Nodes, Information desks and Antennae and have treated, from 2008 to 2014, over 270 cases of discrimination.


Established by resolution of the Regional Council n. 1625 of 5 November 2007, the Regional Centre takes care of monitoring, prevention and removal of all forms of discrimination recognized by art. 21 of the “Charter of fundamental rights of the European Union”.


In particular the Regional Centre:



  • develops and disseminates thematic materials on the subject of discrimination

  • promotes awareness initiatives

  • organises training events

  • monitors the phenomenon of discrimination at the regional level.

  • collaborates with other public and private entities, also in the framework of national and European projects

  • plays a role of coordination, supervision and direction for the activity of dealing with cases of discrimination carried out by network operators, offering legal advice and targeted training.

  • The Regional Centre against discrimination in Emilia Romagna is in charge of the Service Policies for the Reception and Social Integration of the Department for the welfare and housing policies of the Emilia-Romagna Region.

Region Liguria


The Regional Centre for the Prevention and Contrast of Discrimination was established by the Liguria Region with Council resolutions n. 1638 and n. 1722 of 2012 in implementation of a memorandum of understanding with UNAR. It works in close collaboration with the Office promoting actions to prevent, contrast and monitor the phenomena of discrimination based on gender, sexual orientation, nationality, disability conditions , age, religion and personal convictions.


The Regional Centre coordinates a Regional Network for the Prevention and Contrast of Discrimination composed of 34 branches, distributed throughout the territory and managed by third sector bodies and associations identified by the Region through a Notice of Interest.


The 34 branches are currently divided, according to their functions and responsibilities, into nodes of territorial coordination, branches and information antennas and have treated, from 2012 to 2014, over 58 cases of discrimination.


The Center is based in the Regional Department of Education, Training and Employment, Sector of Labor Policies and Migration .

Region Lombardia


Region Marche


The territorial network against ethnic and religious discrimination in the Marche Region was established in March 2015, and currently consists of a total of 29 Nodes (belonging to both public bodies and private associations), all recipients of training courses for recognition and contrast of ethnic and religious discrimination, organized both by the regional Ombudsman and the Marche Region – Department for Social Services, through the inter-regional project No.Di – No Discrimination.


The nodes were asked to formalize the interest shown. Each of them undertook, as part of their activities, to assist witnesses and victims of alleged cases of discrimination in the reporting procedure, through the completion of the online form published on the website www.ombudsman.marche.it ( or, in exceptional cases, by telephone or e-mail) and to provide support in the acquisition, retrieval and transmission of information relevant to the management of the case.


 


The Marche Ombudsman, the regional authority guaranteeing the rights of children and adults, accepts and manages the reports, coordinates the regional anti-discrimination network also through the Regional Working Group against Discrimination, composed by the Ombudsman itself, by the Region Marche-Service of Social Policies and Sport, from the Regional Health Agency (ARS Marche), from the University of Urbino, Department of International Studies, History, Languages ​​Cultures (DISTI), and the Street Lawyer Association. The Group was set up in order to share and provide specialist advice on cases of discrimination and to organize periodical information and training meetings on the issues of fighting ethnic and religious discrimination.

Region Piemonte


The Centre coordinates a regional network composed of eight antenna nodes, addressed for the reception and taking charge of victims of discrimination. These nodes are present in each of the eight Piemonte provinces, managed by the provincial administrations themselves on the basis of specific memorandums of understanding signed in 2011 with the Region.


The Regional Centre against discrimination operates in close connection with UNAR in all the areas of potential discrimination identified by art. 19 of the Treaty for the Functioning of the European Union (gender, racial or ethnic origin, religion or belief, disability, age, sexual orientation) and performs the following functions:


 


prevention, information and awareness on discrimination


• contrast of discriminatory phenomena and assistance to victims


• monitoring at regional level


• coordination, orientation, training and assistance to the operators of the provincial nodes


 


The Regional Centre against Discrimination in Piemonte was established by the Piemonte Region by resolution of the Regional Council n.40-2726 of 12/10/2011 and operates at the Regional Directorate for Social Cohesion.

Region Puglia


The Regional Anti-Discrimination Coordination Centre operates at the Political Service for Social Wellbeing and Equal Opportunities of the Puglia Region and was established following the signing of a specific memorandum of understanding with UNAR in 2010.


The Centre coordinates a regional network composed of 62 local nodes, serving as information points, managed by non-profit organizations and by some local authorities, identified by the Region through a public selection procedure. The local nodes, through the front and back office activities, collect reports, manages accompanying actions and cultural mediation directed to victims of discrimination, as well as awareness activities aimed at the territory.


The Regional Coordination Centre works in collaboration with UNAR and with other public and private social organizations in order to coordinate and support the activities of the Regional Network; such as, guidance, training and specialist advice for dealing with cases of discrimination, monitoring and prevention of the discriminatory phenomenon based on race, age, disability, sexual orientation, gender identity, nationality and personal convictions at regional level.

Region Sicily


The Regional Coordination Centre for the Prevention and Contrast of Discrimination was established by the Sicilian Region with D.D.G. n. 612 of 19/03/2014 following a Memorandum of Understanding with UNAR and the implementation of the “Open Regional Network” project, funded by the European Fund for the Integration of Third Country citizens in 2012.


The Centre operates at the Department of Family, Social Policies and Labor, Department of Family and Social Policies of the Sicilian Region, with coordination and support functions aimed at the Regional Anti-Discrimination Network. This is composed of 9 “help points”, represented by the 9 Provincial Committees of the Italian Red Cross, which perform information, awareness, reception, orientation and taking care of victims and witnesses of discrimination, through the collection of reports and the networking with the UNAR Contact Centre.


The same branches also guarantee a service of linguistic mediation, legal advice, mediation and reconciliation of conflicts.


The activities of the regional network are addressed to victims and witnesses of discrimination, direct and indirect, relating to gender, age, sexual orientation, race, ethnic origin, disability, religious beliefs.

Region Veneto



Established by the Veneto Region, Migration Flows section, following the signing on March 21, 2013 with UNAR of a Memorandum of Understanding on the prevention and fight against racial discrimination and implementing the 2013-2015 three-year Plan of initiatives and interventions in the Immigration sector, the Regional Anti-Discrimination Observatory is entrusted in management to Veneto Lavoro.


The main objective of the Observatory, which acts in coordination with UNAR, is the promotion of actions aimed at preventing and combating discrimination based on racial and ethnic origin, through a network created by Territorial Antennas and Information Points, distributed throughout the regional territory.


The Observatory is responsible for the promotion and coordination of the activities of the Network, the training of operators, the drafting of memoranda of understanding with entities that can support case management, in addition to the collection, examination and systematization of data, retrieved through Territorial Antennas and Information Points, related to cases of discrimination based on race and ethnic origin on the regional territory.
